- On July 1, 1971, for the first time home rule became an option available to Illinois municipalities and counties. The extent and ways in which home rule has been used were among the topics studied by staff members of the Illinois Home Rule Clearinghouse and Policy Analysis Project. In October 1974 a survey was conducted of the seventyfive existing home rule municipalities in Illinois to determine the amount and types of home rule use since the inception of home rule. In this paper the frequency of home rule use by the units is discussed and an attempt made to account for the number of times a given municipality has employed home rule. Then, more importantly, the various areas in which home rule has been used are described to identify factors associated with the different uses. Finally, the attitudes of municipal officials toward home rule are examined.
