Abstract
The fast growing penetration of intermittent renewable resources has outpaced the associated
transmission development in light of the difficulty to manage congestion with only dispatchable
resources under the Security Constrained Economic Dispatch (SCED) process. To this end,
Dispatchable Intermittent Resource (DIR) is introduced to address market and operational issues
relating to the manual curtailment of Intermittent Resources. This report investigates the
influence of DIR on the economical and reliability benefits yielded by dispatchable operation.
We implement a simulation tool to emulate the clearing of the hourly transmission-constrained
day-ahead markets for power systems with DIR. We run the simulation over a year to capture the
power system sources of uncertainty, including the generator availabilities, load demands and
renewable power outputs. The approach uses a 1-hour snapshot representation to model the time-dependent
renewable resources and load. We illustrate the capability and effectiveness of the
simulation method on a modified IEEE 118-bus system.
