Abstract
The theoretical model developed in this study is an advancement in jointly analyzing cost effective land retirement patterns and the policy instruments. Furthermore, the integration framework developed for the empirical applications is a methodological innovation that provides a tool for policymakers to improve cost effectiveness in land retirement programs.
