Abstract
Corn growers are found to be supportive of the sugar program because they are under the umbrella of sugar protection. The results show evidence of vote-trading among sugar, tobacco, and peanut farmers. The efforts of environmental organizations took effect in 1997. The simulation suggests that the sugar program would remain in place if campaign contributions were not allowed.
