Abstract
Results from this analysis suggest that nitrate reduction standards will not necessarily be achieved across producer types with policies designed for profit-maximizing producers. Thus, producers with other motives must be considered in the formulation of pollution policies. Further, those policies which lead to shifts in the timing of nitrogen applications (from Fall and Spring to split applications) are most effective at reducing nitrate with the smallest reductions in producer welfare. Finally, differentiated input taxes, where Fall and Spring nitrogen applications are taxed at higher rates than split applications, appear to be a reasonable substitute for nitrate taxes, as they lead to nitrate reductions nearly as great as those associated with the nitrate taxes with slightly higher reductions in producer welfare.
