Abstract
The major policy implications are that given the importance of the participation variables and risk estimates, greater resources and attention need to be focussed on better managing these two aspects of the rule-making process. Results also point to the need for focussing attention on improved risk assessment methodologies and more effective risk communication to the public, and to the need for specific incentives targeted at the development of minor use pesticides.
