Abstract
"In examining the longitudinal processes in countries that experienced simultaneous regime change and federalization, this study adopts a most-different systems research design across the cases of the Soviet Union (confederalism and collapse), Russia (""exclusive bilateralism""), Brazil (""fragmented federation""), Spain (""inclusive bilateralism""), and South Africa (""party-centralizing federation""). Despite greater theoretical attention to the institutional outcomes resulting from the context of regime change, few studies have applied such insights to the emergence of federal institutions. This study is a modest attempt in that direction. In addition, this dissertation seeks to contribute to the growing literature on comparative federalism, institutional emergence, and regime change."
