The purpose of this study was to provide much needed information about the ways in which the ERIP affected school district finances; the management of human resources with respect to the recruitment, selection, assignment, and professional development of high school teachers; the quality and delivery of educational services in public high schools; and how districts responded to the advertising, recruiting, and hiring strategy of neighboring districts.
