Abstract
The school system is legally and morally responsible for educating all school age children regardless of their circumstances. In an effort to better serve and educate the growing population of homeless children and youth, it becomes incumbent upon a school system to investigate the nature of problems indigenous to this population and to seek out practical and far-reaching solutions. It is also imperative that the school system should make every effort to provide an accurate census count for this student population.
