Abstract
By incorporating all these incentives into a prototype school aid formula, the study serves as a potential contribution to the knowledge of financial transfer in developing countries. Despite the limitations of the study, mainly the lack of data for country-specific analysis and the potential difficulties in implementing these recommendations in the developing world, the study provides alternative solutions for the basic problems of inefficiency and inequity in schooling in developing countries. It serves as a policy paper for the governments in these countries to consider.
