Abstract
The multiple layers of both similarities and differences across parents and teachers suggest that their values and beliefs can account for their perceptions of quality ii in early childhood programs. It is argued that the official discourse should make more effort to understand what teachers are doing and what parents' main concerns are, rather than only proposing what they should do and what rules they need to follow.
