Abstract
This study supplements the knowledge base regarding the essential characteristics of inter-organizational partnerships, focusing on one specific aspect of designing and implementing P-16 education programs: the challenge of getting different policy actors to collaborate toward a common goal or goals. Using case study methodology, the study examined the purposes surrounding Florida's dual enrollment program over its 30-year existence, noting examples of struggles for power and influence within an inter-organizational domain using key theoretical concepts. Archival and key informant interview data was collected and analyzed using a conceptual framework borrowing concepts from inter-organizational and micro-political theories, as well as Stone's Polis Model for Decision Analysis Strategies. The results of this study provide a greater understanding of challenges faced in inter-organizational (P-16) models---in this case Florida's dual enrollment program---when various stakeholder goals, beliefs, values, and ideologies come into play.
