Abstract
The purpose of this study was to provide an understanding of how two diverse school districts within Illinois implemented the Lincoln/Baldrige Criteria for Performance Excellence. Through this study, the conditions and circumstances under which the Lincoln/Baldrige Criteria promoted organizational effectiveness and improved student performance were identified using common organizational concepts. These concepts were then applied to a third rapidly growing Illinois school district. This study provided a description of how this school district applied these common organizational concepts to develop an organizational vision, strategic improvement plan, and an assessment process, which were designed to promote a long-term organizational culture of quality and effectiveness. Finally, this study included an analysis of the utility of the Lincoln/Baldrige Criteria for other school district leaders within Illinois. This analysis provided a description of both the positive components and the pitfalls that may occur in using the Lincoln/Baldrige Criteria.
