Abstract
Data for the study were collected from focus groups of students, teachers, administrators, and business partners connected with the Partnership Academy as well as from document analysis. Although the Partnership Academy did not meet all its program goals, the study findings showed that the idea of a Partnership Academy at Elgin High School was sound even though its implementation was poor. The study also showed that many of the components necessary for the academy's success are yet to be properly put in place.
