Abstract
This study examines the planning and control of petrochemical plant construction projects and the impact of work packaging on planning. This study was accomplished primarily through interviews with various levels of people in the business of building petrochemical plants. This study indicated that work packages currently used are often less detailed than desired by the field personnel. A review of the literature on project management and work packaging also indicated that some of the project delays and cost overruns may be attributed to the lack of detailed levels of work packaging.
A detailed work breakdown, consistent with the construction process, is recommended. The process of project planning is reviewed to illustrate how the recommended work packaging will improve the effectiveness of the field construction. The more detailed work packaging will allow for improved communications between the departments involved in construction. The recommended work packages reflect closely and improve the constructibility of the plant, and thus the performance of the project team is improved.
A tabular process for evaluation of the work breakdown factors used in work packaging was developed and illustrated for piping work of a petrochemical plant. This tabular process should aid planners of construction projects in the evaluation of the impact on the ability of the project team to perform their functions using the work packages defined by considering each work breakdown factor.
