Abstract
The problem was to discover important variables involving the delivery of legal services in public schools, to discover relationships among these variables, and to make recommendations based on the findings about how to manage legal issues more effectively.
Two methods were used to obtain data. First, a questionnaire was mailed to forty-five superintendents in a five county area of East Central Illinois. Second, the superintendents from five of the forty-five districts were chosen for in-depth interviews. The results from the questionnaires were run through a computer to obtain significant relationships among the variables.
The six independent variables studied were district size, district type, district wealth, density of district, percentage of minority students in district, and number of years of school board member experience. The six dependent variables studied were types of attorneys districts use, attorney costs, amount of litigation initiated by districts, amount of litigation initiated against districts, kinds of legal problems which confront schools, and superintendent's seven sources of obtaining legal information.
In addition to discussing statistically significant relationships between the independent and dependent variables, a considerable amount of data was gathered and discussed in detail about each of the twelve variables.
