This report examines, through case studies, whether local groups, especially in vulnerable areas, possess the capacity to plan for and implement a federal program like HUD's Neighborhood Stabilization Program. It also discovers varying levels of capacity among different groups, including city staff, consultants, housing authority officials, and developers.
