Abstract
This paper investigates how different states are structured for their economic development systems. There are several common institutional approaches for the main economic development agency to organize themselves. This paper suggests a framework to comprehend such common institutional approaches. Two states' organizational and political approaches to economic development are documented: Pennsylvania and Florida.
