Abstract
The objective of this report is to provide Knoxville residents and decision-makers a foundation for policy and fiscal program implementation within the TIF district. The plan helps to define the main goals of Knoxville's redevelopment and should guide community members to establish policy and economic programs to develop a Main Street that is economically vibrant, environmentally viable and shows Knoxville's strong social cohesion.
