Abstract
"Monmouth, IL is undertaking a major effort to revitalize downtown by developing an arts and cultural niche in the downtown-what the National endowment for the Arts has called ""creative placemaking."" The research in this document is intended to provide implementation strategies for the goals found in the Downtown Strategic Plan as well as providing research into what has and has not worked in other similarly positioned Midwestern communities."
