Abstract
During the past decade a rapid change has been taking place in public
employment: public sector employees of all types are joining employee organizations.
Unlike the employee organizations of the past, these are being
formed for the major purpose of engaging in collective bargaining with employers,
including state governments, county governments, school boards, local
governments, universities, colleges, and nonprofit institutions.
