Blackman attended at Sangamon State University in 1975 at the downtown campus in the Leland Building. He received his Masters in the Public Administration program, and participated in the Graduate Public Service Internship Program. Later he worked in the Office of Manpower in Illinois state government under Governor James Thompson. He currently is the Director of the Century Council in Washington, D.C.
