Abstract
The Illinois Department of Transportation (IDOT) determines a Condition Rating Survey (CRS) value for each
roadway section using CRS calculation models. After the rating values have been determined, IDOT uses prediction
models to estimate the condition of the pavements in the future. The objective of Phase 3 was to revise the existing
prediction models and develop new models for pavement types that currently have none.
Models were created or revised for 28 pavement types. Both D-cracking and the use of SMART (thin overlays) are
known to reduce the expected life of pavements. Therefore, D-cracking and SMART models were created whenever
possible.
