Abstract: On April 12, 2012, the City of Champaign passed an ordinance establishing the Stormwater Utility Fee to support the operation, maintenance, and rehabilitation of stormwater drainage systems in the City. This study demonstrates how the Champaign residents’ support in installing Best Management Practices (BMP), such as rain gardens or rain barrels in their properties, can improve efficiency of runoff control. Allowing residents to use the Stormwater Utility Fee to reduce runoff mitigates the need to install engineering stormwater management facilities. According to our calculation, the City of Champaign will begin to save $10,443 with 11 participants and eventually can save up to approximately $29,391,442 with 100 percent participation of Champaign residents.While residents will not immediately see visible results, as they would if installing a full sized detention basin, the more residents learn and experience and increase the participant rate, the more results they will see. In the long run, with the increasing gallons of runoff controlled by participants, the City will experience significant savings in maintaining the stormwater management facilities.
