Abstract
This paper will examine several interrelated issues: Who will own and control the information resources and systems that are
created with federal funds? What types of value-added services will federal agencies be authorized or encouraged to provide? What will be the role of ordinary citizens in shaping federal information policies? How will federal electronic information products and services be priced? Will the federal government provide centralized access to its information products and services? Which federal agencies will be responsible for providing expanded public access to federal information resources?
