Abstract
The author begins with the premise that contemporary terrorism has emerged as a fully globalized phenomenon with increasingly destructive capacities. She traces the origins of terrorism in India, with particular reference to the country's rivalry over Kashmir with neighboring Pakistan.
Next, the author identifies shortcomings in India's current counterterrorism strategies, by examining existing federal and state policy approaches, infrastructure, and intelligence and security agency coordination.
The paper concludes with recommendations for improving India's institutional capabilities, inter-agency coordination, and international cooperation in order to more effectively combat cross-border terror.
