During 1985, TBS developed for the U.S. Environmental protection Agency (US EPA) a planning methodology that assesses the costs and risks of hazardous waste generation
and handling. The pilot application of the methodology was carried out in EPA Region I (New England), and a similar study was subsequently undertaken for EPA Region IV
(southeastern U.S.). This methodology, in the form of the waste Planning Model, has been applied to Illinois to provide a framework for analyzing the effects of hazardous waste management in the state.
