Abstract
The purpose of this study was to analyze the training program and utilization of training of overseas and in-country trained Philippine vocational teachers. Specific aspects of training and utilization addressed included: (a) policies on location, nature, and utilization of training and selection of trainees; (b) characteristics of trainees; (c) nature of training programs; and (d) returnees' perception of quality of and factors affecting utilization of training.
Twenty vocational educators were interviewed for this study. Ten of these were trained overseas during 1983-1984 and 1985-1986. The remaining ten were trained in-country during the same period and came from the same geographic region as the overseas trained teachers. Documents pertaining to the project were also reviewed and analyzed.
Important findings emerging from the study included: (a) both training programs led to a degree but differed in their coursework and on-the-job training; (b) the overseas trainees felt more positive regarding the quality of their training and both groups felt they needed more on-the-job training; (c) three years after their program, a majority of trainees had almost similar current and previous jobs and were undertaking similar activities; and (d) all trainees were able to utilize to some degree the knowledge and skills they have learned from the training.
