Abstract
There is an imperative need for a new national commission to review gambling activities throughout the United States because few states have prepared comprehensive cost/benefit analyses of the social and economic impacts of encouraging more licensed gambling
activities-particularly casino-style gambling. West
Virginia, in particular, has not prepared such a report.
