Abstract
Urban decline is a phenomenon seen in many cities in the North American 'Rust Belt,' including the city of Decatur, Illinois. Decatur's urban decline is observable in its population trajectory; poverty rates; housing vacancy rates; and racial inequality. This report examines the history of Decatur's urban decline and suggests several strategies for containing urban decline in the city, including expanding housing code enforcement measures and revitalizing the local economy by capitalizing on local strengths.
