- Heartland Community College has a small but active International Programs Office (IPO), and a Committee for Global Education(CGE) which created a Global Studies Program student study abroad scholarships, and an online faculty professional development course on how to internationalize their curriculum. Recently, the IPO submitted restructuring recommendations to the Cabinet and the CGE created a Mission and Vision, which includes the directive to “Internationalize curriculum” and “Promote global awareness and global perspectives among the campus community.” CGE efforts have, to date, only been informally assessed through basic course development, student enrollment, and student success numbers, with no larger programmatic assessment plan guiding the program. Initially the project’s goal was to “research how to integrate EDI and Global Competencies assessments into an efficient tool and create a college-wide assessment plan for Heartland Community College to use in the 22-23AY.” Unfortunately, the goal of integrating specific assessment tools has gone unmet at this time as the research completed during this Research Lab has revealed that effective program assessment in Equity and Diversity initiatives like international education, require substantive foundational work related to establishing shared understanding amongst stakeholders. As such, this assessment plan focuses on evaluating the processes and procedures of the Global Studies Program, not assessment of specific student learning outcomes as originally envisioned. The learning outcome assessment can only come after the policy and procedure assessment as the former is a practical reflection of the latter. The following Action Plan is designed to review processes in the Global Studies Program first, then review the same in the larger International Program’s Office, before finally turning towards assessing the student learning outcomes of courses in the Global Studies Program.
