Abstract
Following the devastation of Hurricanes Maria and Irma, more community planning funding has been allocated to Puerto Rico than ever before. In the coming months, the Municipality of Loiza will have the opportunity to apply for disaster recovery, natural hazard mitigation, and rebuilding funding. Federal recovery funding can create an opportunity for Loiza to shape the future of its residents and future generations. A fitting long-term approach for Liza would be an overarching resilience plan that addresses coastal storms and economic development matters, by providing the framework for implementation-oriented mitigation and recovery plans. This report explores how the pieces of that overarching plan may eventually fit together.
