- A survey of employees shows that a large majority do not fully engage in strategic planning because they don’t believe the plan is followed. Therefore, analytic instruments must be easy to understand and provide information that can be implemented within the organization without increasing the workloads of employees. Therefore, this paper seeks to identify a method of strategic planning that encompasses the key factors of the SCREAM analytic instrument (Brun, 2015) in conjunction with Blanchard’s (2019) ‘quadruple bottom line’ within a framework that organizations can efficiently and effectively deploy. The study’s methods are still in development but may have two components. The first consists of surveys to public entities seeking keywords participants feel align well for each of Blanchard’s quadruple bottom line (QBL) initiatives within the SCREAM categories of strengths, culture, resources, ethics, agreements, and multi-level systems. The second component will use the data obtained from the survey to create a strategic planning instrument to assist public entities address and evaluate program offerings.
