Abstract
This report presents a thorough assessment of existing conditions within the IL-503 and population projections for the next five years, culminating in recommendations for the path forward. The most substantial of these suggestions is a continuing shift toward permanent supportive housing under the ethos of Housing First, along with expanded transitional housing (TH) capacity and service provision for the chronically homeless, young families, survivors of domestic violence, and LGBTQ+ individuals. Key to achieving such an expansion is more comprehensive reporting on the economic and social impacts of existing permanent supportive housing projects in IL-503, including an assessment of need amongst both urban and rural contingents of the county.
