Abstract
THIS PAPER is WRITTEN solely from the viewpoint of providing OCLC services;
therefore, unlike the other papers in this clinic, it is barely concerned
with the act, or perhaps art, of negotiation. Rather, it deals with
the complexities of the fiscal and administrative environment in which
regional library networks and their member libraries exist, and the problems
of developing a service contract within this environment. Negotiation,
in the competitive sense, is seldom a factor here. The library wants
the service and the network can provide it; how can it best be done? Before
examining the regional network and library contracts, however, the
structure of the Ohio College Library Center (OCLC) network should
be described.
