Abstract

Through an examination of relevant literature and data on the position of women in Angola, this paper will consider the educational environment for women in Angola and how higher education in Angola may or may not be working to extend women’s rights, chiefly the right to an education, paying particular attention to the potential role of a newly created institution of higher learning set to open in the central highlands of Angola in March of 2020. The primary argument is that while it is generally assumed that the state should support and oversee higher education and ensure that it extends the right to an education to all people living within its borders, in many cases and in the case of Angola, the state is often unwilling or unable to do so. Under such circumstances, it becomes the task of the people themselves to embrace and uphold this right. The argument does not simply suggest the privatization of public institutions on a capitalist model, as many neoliberal programs do. Rather, it suggests that the true “public” is the people and the state does not always act in the best interest of the people, therefore truly “public” institutions may not always be operated by the state. In fact, truly public institutions may be operated by other communal actors and can serve as an inspirational model for the state even while operating under the state, thereby increasing educational opportunities and thus the diffusion of human rights. Potentially, the newly formed Instituto Superior Politécnico do Dondi may serve in this capacity, making higher education more available and accessible to women.
