Buyout programs in floodplains is an increasingly popular strategy for the Federal Emergency Management Agency (FEMA) but there are several factors that complicate this widely used hazard mitigation strategy that have yet to be explored. The central research question of this capstone is How are floodplain buyout participants affected by the floodplain buyout programs?
